Results of “customs visa-free regime” for Q1

Ukraine continues to increase the pace of processing goods under the joint transit procedure with many countries (NCTS): in the first quarter of 2025, the State Customs Service processed 25,800 transit declarations, over 2,000 more than in the previous quarter. This is the highest number of declarations per quarter since Ukraine joined the Convention on a Common Transit Procedure.
In particular, over 18,500 movements initiated by Ukrainian customs authorities (as the customs office of departure) were successfully completed in the countries participating in the Convention.
At the same time, 7,300 movements initiated in other participating countries (with Ukraine as the customs office of destination) were successfully completed in Ukraine, a 1.4-fold increase compared to the previous period.
Since the international application of the joint transit procedure began on 1 October 2022, the State Customs Service has processed over 162,000 declarations, including 125,700 as the customs office of departure and 36,300 as the customs office of destination. These results indicate that Ukrainian exporters and importers are actively utilising the joint transit procedure.
Regarding guarantees under the joint transit procedure, in the first quarter of 2025, the NCTS guarantee management system registered 16 comprehensive guarantees (97 valid as of early April 2025) and 3,556 individual guarantees (9,217 valid as of early April 2025).
